Towns and permit offices across Tampa Bay, FL

The town on your mailing address does not always decide who issues your pool cage permit; the parcel does. Brandon, Riverview and Wesley Chapel are unincorporated, so the county handles them. Cities such as St. Petersburg, Clearwater and Venice run their own departments, and a few places, like Lutz, Odessa and Lakewood Ranch, straddle a county line. The table lists the office for each town page on this site.

Town pages by county

Hillsborough County

Most of the county is unincorporated, so a pool cage permit in Brandon, Riverview or FishHawk goes through Hillsborough County's HillsGovHub portal as a Residential Miscellaneous Permit, at $380 on the October 2024 fee schedule. Tampa, Temple Terrace and Plant City keep their own building departments.

Pasco County

Pasco County lists re-screening among the jobs that need no permit, outside flood zones, and its land development code sets pool screen enclosures back 5 feet from side and rear lines. New Port Richey and Zephyrhills permit inside their own limits.

Pinellas County

Pinellas adopted 145 mph as its Risk Category II design wind speed by local amendment, the one county figure here confirmed in an ordinance. The county issues permits for Palm Harbor and Oldsmar; six cities in this list run their own departments.

Manatee County

Manatee County exempts rescreening from permits but still requires a licensed contractor, and charges $210 for an aluminum structure permit on its 2023 schedule. Bradenton lists rescreening only as permit-free and charges $300 for a new aluminum structure.

Sarasota County

Sarasota County does not name rescreening on its no-permit list. The City of Venice does, and it also lets rescreening be done without a contractor license; the City of Sarasota bars pool cages between the front of a house and the street.

Hernando County

Hernando County lists rescreening as permit-exempt outside flood hazard areas, and its FAQ lets screen repair be done without a contractor license. A new screen enclosure permit was $126.56 on the 2022 schedule.

What changes from town to town

Three things vary across the region: wind design, HOA rules and storm exposure. Design wind speeds from the ASCE 7-22 hazard data run from about 138 mph around Wesley Chapel and Spring Hill to about 152 mph at Venice, so the same size cage can need heavier framing in the south. Master-planned communities such as FishHawk Ranch, Seven Oaks, Meadow Pointe and Lakewood Ranch publish their own frame and screen color rules. And Hurricane Milton's 2024 gusts topped 100 mph in Pinellas, Manatee and Sarasota but peaked at 59 mph near Zephyrhills in Pasco, which shows in how much storm repair each area sees.

Each town page covers its own version of these. For the work itself, start with pool cage rescreening, the pool enclosure installation page or the full list of services, and the permit guide for each department's portal. Or request a free quote.
