Before anyone prices a screen enclosure in Odessa, FL, find out which county your parcel is in. The Odessa census-designated place belongs to Pasco County, but the Odessa mailing address reaches south into Keystone, an unincorporated Hillsborough County community. One mailing address, two building departments, two sets of rules on rescreening, fees and paperwork.

This page lays out screen enclosures Odessa homeowners deal with on both sides of the line: new pool cages, full rescreens, panel repairs and lanai screens.

Pasco side vs Hillsborough side

Starkey Ranch and the Odessa CDP are Pasco; Keystone is Hillsborough. Your property tax bill or the county property appraiser's record shows which county your parcel is in. The differences that matter for a cage:

Starkey Ranch requires Architectural Review Board approval for every screened enclosure, and the frame must be black or bronze aluminum. The community covers more than 2,400 acres next to the Jay B. Starkey Wilderness Preserve, with its theatre and library on Lake Blanche Drive. Its Design Guidelines (revised October 28, 2022) say:

  • The Architectural Review Board must approve all decks, arbors, patios, trellises, pergolas, gazebos and screened enclosures.
  • Items must be located in rear yards.
  • Screened enclosures must be built of aluminum, and the aluminum must be black or bronze.
  • All structures must be anchored securely, built to local building codes and meet wind-speed requirements.
  • Florida Glass screen or a spray-on vinyl laminate on a screen enclosure needs ARC approval.

A search listing indicates Starkey Ranch adopted updated guidelines on November 6, 2025, which we have not been able to read. Ask the ARB for the current document before ordering screen or a frame color. White frames, common elsewhere in Tampa Bay, are not on the 2022 list.

Lake homes, ranches and newer subdivisions

Odessa was ranch and horse country before it was suburbs, and cage jobs here still range from lake homes on acreage to tract homes in new subdivisions. Keystone is described as a rural retreat of many lake homes and ranches, while the Pasco side has filled in with suburban developments as Tampa grew. The old railroad ran parallel to SR 54, which is still the main east-west road.

What that means for the cage

  • Lakefront lots: tighter 20x20 No-See-Um mesh keeps out the gnats and sand flies of marshy shorelines that standard 18x14 screen lets through.
  • Hillsborough acreage near wetlands: the site plan has to show conservation and wetland areas, so a larger cage needs that mapped early.
  • Starkey Ranch and other new Pasco subdivisions: frame color and screen color are set by the ARB, and Pasco's 5 ft setback from side and rear lines limits how far a cage can extend.

What screen enclosure work costs in Odessa

The price drivers are the same on both sides of the county line: screen area, height, mesh type, frame condition and access. County paperwork adds to a new cage; on the Hillsborough side the published permit fee alone is $380.

What to have ready before you ask for a quote

  • Which county your parcel is in, and whether it is in a flood zone
  • Your HOA or ARB guidelines, if you have one
  • Rough cage size (length, width and whether it is one or two stories)
  • Photos of the damage or the area to be enclosed
  • Whether the cage serves as the pool's safety barrier, since doors must then self-close and self-latch

Screen services Odessa homeowners ask about

Most cage work in Odessa is rescreens and repairs on existing cages. A worn-out mesh calls for pool cage rescreening; a few torn panels are a pool screen repair. A new pool needs pool enclosure installation, and a covered patio can be closed in as a patio screen enclosure. A frame past saving is a pool cage replacement.

Screen enclosures in Odessa, FL: frequently asked questions

How much is a screen enclosure in Florida?

A new aluminum pool screen enclosure usually costs $10,000 to $30,000 or more in the Tampa Bay market, and about $12 to $25 per sq ft for a code-built cage in a February 2026 Florida guide. Rescreening an existing cage typically runs $1,500 to $4,500 or more, and a single torn panel $75 to $150.

Is Odessa, FL in Pasco or Hillsborough County?

Both. The Odessa census-designated place (8,080 people in 2020) is in Pasco County, but the Odessa mailing address also covers Keystone, a Hillsborough County community of 25,211 people. Your parcel's county, not the mailing address, decides which building department issues the permit.

Do I need a permit to rescreen in Odessa?

On the Pasco side, no, unless the parcel is in a mapped flood zone: Pasco lists re-screening as work that needs no permit. On the Hillsborough side the county does not name rescreening either way; its exempt-work page covers routine maintenance that does not alter structural components, so confirm with Hillsborough before work starts.

Florida's pool barrier rules in one picture: the barrier is at least 4 feet high on the outside, gates open outward and self-close and self-latch, and house doors into the pool area need self-closing, self-latching hardware released at least 54 inches up. Not to scale.
What does Starkey Ranch require for a screened enclosure?

Architectural Review Board approval, aluminum framing in black or bronze, a rear-yard location, and anchoring built to local codes and wind-speed requirements, per the Starkey Ranch Design Guidelines revised October 28, 2022. Florida Glass screen or spray-on vinyl laminate needs ARC approval. Newer guidelines were reportedly adopted in November 2025, so check the current version.

What does a Hillsborough County pool enclosure permit cost?

$380 for residential miscellaneous projects, which include pool enclosures and screen rooms, on Hillsborough County's fee schedule effective October 5, 2024. Pasco County does not publish a comparable screen enclosure fee that we could verify.
