In Clearwater, FL, every new pool cage needs a city permit with engineering drawings, and the right repair depends heavily on which side of the Intracoastal you live on. Clearwater is the Pinellas County seat, with the Gulf of Mexico to the west and Tampa Bay to the southeast, and its screen enclosures range from salt-blasted cages on Clearwater Beach to late-1970s cages in Countryside. This guide to screen enclosures Clearwater homeowners need covers the city's paperwork, storm history, costs and how to tell what kind of job you have.
Three Clearwaters, three kinds of cage problems
Where your home sits in Clearwater predicts what wears out first. The city spans barrier island, bayfront and inland suburb, and each puts different stress on aluminum and screen.
| Area | Local fact | What to check first |
|---|---|---|
| Clearwater Beach | Part of the city but separated from it by the Intracoastal Waterway | Fasteners, base rail and door frame for salt corrosion; flood-zone status before any exemption |
| Island Estates | Helene's surge rose from street level to the top of mailboxes, per residents interviewed in 2026 | Lower panels, kick plates and anchors after any flooding; the slab connection |
| Countryside (ZIP 33761) | Clubhouse Estates homes were built 1976 to 1982, median 1977 | Frame age: an original cage would be far past the usual 20 to 30 year frame life |
| Mainland near Tampa Bay | Tampa Bay lies to the southeast of the city | Windward-side panels and spline after storms; gutter attachment |

The Countryside age question
Countryside grew up around the Countryside Country Club, built in 1977 with 27 holes of golf. A pool cage put up with a home from that era would be nearly 50 years old in 2026. Many have already been replaced, but if yours has never been rebuilt, have the frame judged before you pay for new screen. A frame at the end of its life is a pool cage replacement, not a rescreen.
Clearwater's permit checklist for screen enclosures

Clearwater files pool enclosures under its "Residential In-Ground Pools/Spas & Enclosures" checklist, and screen and pool permits are submitted by licensed contractors through Accela. The Planning & Development Building Division is at 2741 State Road 580, Clearwater, FL 33761, (727) 562-4567.
- Engineering drawings: two copies must accompany the application.
- Who applies: only licensed contractors can presently use Accela for screen and pool permit applications.
- Notice of Commencement: required when the contract price, materials and labor, is greater than $5,000.
- Design wind speed: 145 mph for Risk Category II, set county-wide by Pinellas ordinance.
- Under $7,500 and non-structural: the city runs an Exempt Building Permit Request Portal for Florida's HB 803 exemption, which does not cover flood-zone homes.
- Rescreen only: the city's FAQ does not address it, so ask the Building Division before assuming.
Clearwater's general FAQ says a permit is not required for painting, wallpaper, flooring, cabinets and fixtures, or a very small roof leak repair under $500, and it names pools and pool cages among the items that do need permits. For how Clearwater compares with Largo, Dunedin and the county, see the pool enclosure permit guide.

Helene set a new high-water mark in Clearwater
The NOS tide gauge at Clearwater measured 6.67 ft above mean higher high water during Helene in September 2024, beating the record from the March 1993 Superstorm. The strongest gust in Pinellas during Helene, 73 mph, was also recorded at Clearwater Beach. Two weeks later, Milton brought hurricane conditions along the coast from Clearwater Beach southward.
For screen enclosures, a surge event is different from a wind event. Wind tears panels and loads the roof beams. Salt water sits against the bottom rail, kick plates and screws into the slab, and the corrosion shows up months later. If your cage stood in surge water, have the base connections and door hardware checked even if every panel survived.
What common Clearwater jobs cost
A few torn panels run in the hundreds, a full rescreen in the low thousands, and a new cage from about $10,000. These published 2026 ranges come from contractors working in Pinellas County and the wider Tampa Bay area:
- Partial cage repair: from $175, with typical multi-panel jobs at $250 to $750.
- Full cage rescreen: from about $1,995, with most jobs between $2,500 and $6,500 or more.
- Door hardware replacement: about $100 to $250 per door.
- Pressure washing a cage: about $150 to $300.
- New enclosure: $12 to $25 per sq ft for a code-built cage, or about $23,000 for one near 1,500 sq ft.
- Full cage replacement: $12,000 to $25,000 or more.
The pool cage cost guide lays these out by cage size and job type.
Roof styles for a new or replacement cage

A mansard roof is usually the lower-cost cage shape, and gable or other peaked shapes cost roughly 10 to 20 percent more. If a Countryside or beach cage is being rebuilt, the roof style is the biggest design choice after size.
| Roof style | What it looks like | Published price note |
|---|---|---|
| Mansard | Flat top with sloped edges all around | About $6 to $10 per sq ft of covered area (Central Florida, 2026) |
| Gable | A peaked, house-like roof line | About $7 to $12 per sq ft; typically 10 to 20 percent over a comparable mansard |
| Dome, hip and other shapes | Curved or multi-plane roofs | About 10 to 20 percent over flat or curved shapes (national, Jun 2026) |

Central Florida screen company guide and HomeAdvisor, fetched 2026-10-13. In a 1,000 sq ft cage, the mansard to gable gap was put at $1,000 to $2,000.
Whatever the shape, the engineering is the same in Clearwater: the frame is designed for 145 mph in two directions with sealed plans. The pool enclosure styles guide shows each shape, and pool enclosure installation covers the build itself.
Matching the job to the problem
Name the job correctly and the quote gets easier to compare. Most Clearwater requests fall into one of these:
- Screen faded or tearing across the whole cage: pool cage rescreening.
- A handful of holes from palm fronds or pets: pool screen repair.
- Door won't close and latch on its own: pool cage door replacement. Florida's pool barrier law requires pool gates to open outward and be self-closing and self-latching.
- Bent beams or a twisted frame after a storm: hurricane damage repair.
- A screened lanai with no pool: lanai screen repair.

Several nearby Pinellas towns run their own building departments and have their own pages here, including Dunedin, Largo and Palm Harbor, which is permitted by the county. The full list is on the service area page. When you are ready, send a quote request.
