North Port, FL is growing fast, and a lot of that growth is new homes whose pools will need a first cage. The city counted 74,793 people at the 2020 census and an estimated 96,551 in 2025, roughly 29 percent growth in five years. Its permits come from the City of North Port Building Division, not Sarasota County, which is why the city's own rules matter for every address inside the limits.
This page covers the screen enclosure North Port FL owners deal with: the permit rules, the new HB 803 exemption and its flood-zone catch, what work costs, and what the 2022 and 2024 hurricanes did to a city built on canals and creeks.
North Port at a glance
New and structural screen enclosures need a city permit; rescreening is not addressed; flood zones rule out the under-$7,500 exemption. The table gathers the local facts that shape a cage project here.

North Port permits and the HB 803 exemption

Any screen enclosure work that touches the structure needs a North Port permit, and the city says so in its HB 803 policy. The policy lists railings, guards, pool barriers and fences, windows and doors, siding, soffits, roofing, elevated decks, structural screen enclosures and sheds as items with structural requirements, which keeps them out of the new exemption.
HB 803, now Florida Statute 553.79(1)(g), took effect July 1, 2026. It requires every local government to exempt a single-family owner, or the owner's contractor, from a permit for work valued under $7,500, as long as the owner submits a written request with a copy of the contract. The city's wording, "structural screen enclosures," suggests that screen-only work under $7,500 could qualify, but the city does not say that directly. Ask before you assume.
One contractor's published permit guide says North Port asks for both tangible and digital engineering on a screened lanai, with the application passing through zoning, building plan and public works review. Treat that as a contractor's account rather than an official checklist. The Tampa Bay pool enclosure permit guide compares North Port with every other jurisdiction in the region.
Two kinds of North Port neighborhood
North Port is mostly a grid of scattered single-family lots sold over six decades, plus a fast-growing master-planned community at Wellen Park. The two raise different screen enclosure questions.
The original grid
General Development Corporation, founded in 1954, platted and sold most of what is now North Port, and the city incorporated in 1959 with just 21 residents. Homes went up lot by lot from the 1960s on, so a single street can have a 40-year-old cage next to a brand-new one. Older cages on these lots are where frame condition, corroded fasteners and outdated engineering come up most.
Wellen Park and deed-restricted communities
Wellen Park, along US 41 and River Road and renamed from West Villages in April 2020, sits mostly inside city limits with some parts in unincorporated Sarasota County. Its neighborhoods include Grand Palm, IslandWalk, Sarasota National, Tortuga and Antigua, and it is home to CoolToday Park, the Atlanta Braves' spring training site. Elsewhere, Bobcat Trail is a gated, deed-restricted community of 548 homes run under a community development district, and its rules say exterior changes, including hurricane shutters and paint, should be approved by the ACC in advance. In any of these, check the HOA's cage, color and screen rules before ordering.
What screen enclosures cost in North Port

A new cage usually costs $10,000 to $30,000 or more, a full rescreen $1,500 to $4,500, and a single panel $75 to $150. North Port sits between the Tampa Bay and Southwest Florida markets, so the table uses both.

For new builds, start with pool enclosure installation; for an older cage, compare pool cage rescreening with pool cage replacement. The pool cage cost guide has more detail.
Hurricane Ian: North Port's flood storm
Ian dropped 21.45 inches of rain on North Port in September 2022 and caused excessive flooding across the city. Ian came ashore on Cayo Costa at 130 knots and again near Punta Gorda, where a gust of 135 mph was measured. Counties north of its track, Sarasota among them, took record river flooding.
- The Holiday Park mobile home community was nearly destroyed.
- In North Port Estates, which borders Myakkahatchee Creek Environmental Park, a resident described four feet of water in the street, leaving every house an island.
- Crews later found 193 blockages in Myakkahatchee Creek.
- Flooding from the Myakka River shut part of I-75 in southern Sarasota County.

For a screen enclosure, standing water is a different problem from wind. It can soften the ground under footings, scour the edge of the deck, and leave silt and debris in the screen channels and the bottom track of doors. A cage that stood through Ian may still need its base and its fasteners checked, especially on lots near the creek or canals.
Hurricane Milton in North Port
Milton brought North Port another flood test in October 2024, with an isolated maximum of 10.24 inches of rain near the city, but no tornado touched down in North Port. The NWS Tampa Bay tornado survey lists no Milton tornadoes in Sarasota County. The nearest was an EF1 that began about 2 miles southeast of El Jobean, just across the line in Charlotte County.
Wind was still serious. Sarasota County's peak gusts were 97 mph at the Venice station and 102 mph at Sarasota-Bradenton International Airport. After the storm, Sarasota County temporarily suspended permit fees for storm repairs, including pool cage repair; North Port, as its own permitting city, sets its own policy, so check the city's notice after any storm.

After a storm, check
- Bent, bowed or twisted uprights and beams
- The house connection and super gutter for pulled or sheared screws
- Roof panels torn by debris and wall panels popped from the spline
- Silt in channels and door tracks, and soft or washed-out ground at footings
- Doors that no longer self-close and latch

Insurance and the deductible math
Before filing a claim on a pool cage, compare the repair cost with your hurricane deductible. Florida law requires insurers to offer hurricane deductibles of $500 or 2, 5 or 10 percent of the dwelling limit, applied once per calendar year to all hurricane losses. One Florida screen company puts the logic simply: a $4,500 repair against an $8,000 deductible gets nothing from a claim, while a $20,000 to $25,000 rebuild changes the math.
Coverage is the other question. Citizens' HO-3 worksheet says screen pool cages open to the weather are not covered. The pool cage insurance guide explains endorsements and what to ask your agent.
Built for about 150 mph
A new North Port cage is engineered to the Florida Building Code, Section 2002, for a design wind of about 150 mph at the city center. The code calls for extruded aluminum members at least 0.040 inch thick, wind design from two directions, and a 300 pound vertical load on any foot of a primary member, and it accepts the AAF Guide to Aluminum Construction in High Wind Areas as conforming engineering.
Even so, a cage is engineered to a number, not made hurricane proof. Damage depends on age, fasteners, debris and the code the frame was built under. See are pool cages hurricane proof for the details.
Canals, creeks and mosquitoes
Water everywhere means mosquitoes, and that is the strongest everyday case for a cage in North Port. Florida has more than 80 mosquito species, and UF/IFAS Extension in Sarasota County says numbers climb during the June 1 to September 30 rainy season and recommends repairing or replacing ripped screens. A torn panel is an open door.

| Screen | What it is | Where it helps |
|---|---|---|
| 18x14 fiberglass | Phifer's standard pool and patio mesh | Most cages; lowest cost |
| 20x20 No-See-Um | Tight fiberglass weave against gnats and sand flies | Lots on canals, creeks and preserve |
| PetScreen | Tear and puncture resistant | Lower panels and doors with pets |
| Glas-Shield | Vinyl-laminated mesh for chair-rail-down and privacy walls; not roofs | Keeping dirt and debris out of the cage |

When a North Port cage needs work
Standard fiberglass screen lasts about 5 to 10 years in Florida, and a sound aluminum frame 20 to 30 years or more. On the older lots in the grid, that means many cages are due for at least their second rescreen.
- Screen faded, brittle or sagging out of the channel
- Several panels torn by fronds or pets
- Rust streaks or white corrosion around screws
- A door that drags or will not latch
- Gutter at the house leaking onto the deck
Small jobs are a pool screen repair, a door replacement or gutter repair. Bigger ones start with rescreening or replacement.
