Zephyrhills, FL is a city with its own Building Department, and that department says all construction needs a permit whether the job is considered minor or not. That one sentence sets Zephyrhills apart from the rest of Pasco County, where a plain rescreen is on the county's no-permit list. Which rule you follow depends on whether your home is inside city limits or just outside them with a Zephyrhills address.

This page covers screen enclosures Zephyrhills homeowners ask about: pool cages, screen rooms and lanais, rescreening and storm repairs, plus who is licensed to do the work and what it costs.

Inside city limits or out: Zephyrhills permits

Inside the City of Zephyrhills, plan on a permit or a written exemption for any screen enclosure work. The city's permitting rules say activities including the construction, alteration or repair of a building or structure require a permit unless exempted in writing by the Building Official. Outside city limits, Pasco County's rules apply.

Who is licensed to build a screen room in Zephyrhills

Design wind speeds at city centers across the region on the ASCE 7-22 map the Florida Building Code allows, from about 138 mph at Spring Hill to about 152 mph at Venice; Pinellas County sets 145 mph by ordinance. Your lot's value comes from the engineer and the building department.

Florida has a license category written for this work: the Specialty Structure Contractor. Its scope covers screened porches, screened enclosures, pool enclosures and preformed panel-post and beam roofs, and it excludes any work that alters the structural integrity of the house itself, such as roof trusses, lintels or load-bearing walls. A screen room that ties into the house roof can therefore need a contractor with a broader license.

  • Ask for the contractor's Florida license number and look it up with the state before you sign.
  • If the home is a rental or will be sold, the City of Zephyrhills says the work must be contracted by properly licensed people under state law.
  • Owners can act as their own contractor in some cases, but a new cage or screen room still needs sealed engineering and an inspection.
  • Glass-walled sunrooms are a different structure from screen rooms and are not covered on this site.

What a screen enclosure is, and what it does

A screen enclosure is an aluminum frame filled with insect screen, built over a pool, patio, lanai or entry. The Florida Building Code treats it as an aluminum structure: Section 2002 sets a minimum 0.040 inch wall thickness for its members and requires the frame to be designed for wind from two directions. Around a pool, a standard screen enclosure can also count as the pool barrier Florida law requires, provided it is at least 4 ft high and its doors self-close and self-latch.

For a Zephyrhills household, the practical payoff is a pool and patio you can use through lovebug season and mosquito season, and a deck that stays clearer of leaves from the trees around town. UF/IFAS names screens over decks and swimming pools as one of the ways to keep lovebugs away.

Screen rooms, lanais and pool cages

The three jobs differ mainly in roof and size. A screen room or screened lanai usually sits under the house roof or its own solid roof; a pool cage has a screen roof over the pool and deck. All three are priced on screen area, height and doors.

Milton's rain and fallen trees

Milton's damage in Zephyrhills came from rain and falling trees more than from wind. The city's Public Works Director described 18 inches of rain in 12 hours (Bay News 9 reported 14 inches from a rain band north of the eye), retention ponds such as the one on 9th Avenue overflowed, and Fox 13 reported many downed trees around the city. The National Weather Service's highest Pasco gust in Milton, 59 mph, was measured near Zephyrhills.

After a storm, check these on a Zephyrhills cage

  • Roof panels and beams under any tree that dropped limbs
  • Gutters at the house, where debris piles up and seams split
  • Lower panels and kick plates if water pooled around the slab
  • Doors: a door that no longer self-closes and latches breaks Florida's pool barrier rules

Torn panels are a pool screen repair; bent beams or posts are hurricane damage repair, and a damaged house connection is a pool cage gutter repair. Many Florida policies exclude screen enclosures; see the pool cage insurance guide.

When to schedule screen work in Zephyrhills

Zephyrhills is called the snowbird capital of Florida, and its population typically doubles to exceed 50,000 residents by the middle of January. If the house is a winter home, booking a rescreen or repair before the seasonal crowd arrives, or timing it around your own return, avoids sitting out the season with torn screen.

The town was settled as Abbott in 1888, incorporated in 1914, and named for its rolling topography; its downtown historic district was nominated to the National Register in 2001. Growth picked up after SR 56 was widened to four lanes, taking the city from more than 13,000 residents in 2010 to more than 17,000 in 2020.

Newer communities include Abbott Park off Dean Dairy Road, named for one of the city's founders, plus Abbott Square, Hidden River and the Links at Calusa Springs. The 55+ side includes RV and mobile home communities such as The Oaks RV Resort. We have not verified HOA screen rules for any Zephyrhills community, so ask yours before changing frame or screen color. For clubhouse pools and shared screens, see condo and HOA rescreening.
