Spring Hill, FL has some of the simplest screen enclosure rules in the Tampa Bay area: Hernando County needs no permit for a rescreen, and no contractor license to repair or replace screen. A new pool cage is a different matter, with a county permit, and the county's 2022 fee schedule priced it at $126.56. Spring Hill is unincorporated, so every rule here comes from the Hernando County Building Division.

This page covers screen enclosures Spring Hill homeowners ask about: full rescreens, panel and door repairs, new pool cages and patio enclosures, plus storm prep and prices.

Hernando County Residential Building Permit Exemption List (Aug 6, 2026), Building Division FAQ, and Building Division Fee Schedule Exhibit A (effective Oct 1, 2022). All permits are also subject to DPR, radon and unlicensed contracting surcharges. The fee may have changed since 2022; confirm with Hernando County.

Hernando's FAQ also restates the state pool barrier rule: under Florida Statute 515.29 a pool needs a 4-foot barrier around its perimeter, and a screen enclosure can serve as that barrier. The Tampa Bay pool enclosure permit guide shows how Hernando compares with the other five counties.

Spring Hill homes: 1967 Deltona lots to 2000s gated communities

Spring Hill was founded in 1967 as a planned community by the Deltona Corporation and the Mackle Brothers, and it now covers about 62 square miles with 113,568 residents. That history leaves two kinds of cage jobs. Older homes from the first decades often have cages well past the 20 to 30 year frame lifespan Florida contractors cite, so the question is whether the frame is worth rescreening. Newer sections usually need screen, doors and panel repairs on sound frames.

Communities with their own rules

  • Sterling Hill, a large gated community in eastern Spring Hill (ZIP 34609) built mainly in the mid-2000s. Its HOA handles deed restrictions and architectural standards, and exterior changes generally need approval.
  • Seven Hills, a deed-restricted community with an HOA, where many homes have pools and hot tubs. The Wellington at Seven Hills is its 55+ section.

We have not verified the published enclosure colors for either community, so ask your HOA before changing frame or screen color. Hernando may not need a permit for the rescreen, but the HOA may still need a form.

Rescreen or replace on an older Spring Hill cage

If the frame is straight and tight, rescreen it; if it racks, sags or is corroded through, price a replacement. The gap is large: a full rescreen typically runs $1,500 to $4,500 or more, while a full cage replacement runs $12,000 to $25,000 or more in a January 2026 Tampa Bay guide.

  • Rescreen: frame straight, screws tight, only the mesh is faded, brittle or torn
  • Repair first: a few rusted screws, a dragging door, a loose kick plate or a leaking gutter seam
  • Replace: bent beams, a cage that sways when you push a post, corrosion through the metal

See pool cage rescreening, pool screen repair and pool cage replacement. A sound but faded frame can be refreshed with pool cage painting, and an old cage nobody uses can come down with pool cage removal.

Hernando's recent storms were surge and river-flood events with moderate wind. None of the measured gusts below came near the roughly 138 to 140 mph design wind speed for a new Spring Hill cage, but surge and flooding hit the coast and river communities hard.

Before the next storm

  • Fix torn panels and loose screws early: a sound cage is the best protection.
  • Don't cut screens unless the cage was engineered for it. Only cages designed under the code's alternative screen-removal method have panels marked to be cut when winds are forecast above 75 mph.
  • Removable vinyl, glass or acrylic panels carry a code decal: they must come out when winds exceed 75 mph.
  • Never stay behind to work on a cage. A Florida structural engineering firm says no one should risk their life cutting screens instead of evacuating or sheltering.
  • Read your insurance: Citizens' HO-3 worksheet says screen pool cages open to the weather are not covered.

Spring Hill questions beyond the cage

Is Spring Hill under evacuation?

Only when Hernando County issues an order for a specific storm; there is no standing evacuation. Orders are issued for specific areas when a storm threatens, and coastal areas such as Hernando Beach next door are the most exposed: Helene pushed about 8 ft of surge there in 2024. Check Hernando County Emergency Management when a storm is forecast.

Does Spring Hill have sinkholes?

This site has not verified Spring Hill sinkhole data, so we won't guess. What matters for a cage is simple: if posts are sinking, the slab under the cage is cracking or the frame has shifted, have it inspected before paying for new screen. New screen on a moving frame won't stay tight.

Screen enclosures in Spring Hill, FL: frequently asked questions

How much does it cost to rescreen a pool enclosure in Florida?

Most full pool cage rescreens in Florida cost $1,500 to $4,500 or more, about $1.50 to $3.50 per sq ft of screen installed (Florida contractor guides, December 2025 and March 2026). Standard fiberglass on an average cage is closer to $900 to $1,600; a large two-story cage in No-See-Um mesh can pass $4,500. In Spring Hill, Hernando County adds no permit fee for screen-only work.

How much does a pool screen enclosure cost in Florida?

A new aluminum pool cage in the Tampa Bay market typically costs $10,000 to $30,000 or more, and a code-built 1,500 sq ft cage averages about $23,000 in a February 2026 Florida guide. In Spring Hill the Hernando County permit fee for a new screen enclosure was $126.56 on the 2022 fee schedule, plus state surcharges.

How much is a patio screen enclosure?

About $4,000 to $12,000 for a new patio screen enclosure, or $6 to $15 per sq ft, in an April 2026 Florida guide. Rescreening an existing patio or lanai is much less, starting around $895 to $1,295 with one Tampa Bay screen company. In Hernando, a screen enclosure built under an existing roof is on the no-permit list if it has a 36-inch door.

Florida's pool barrier rules in one picture: the barrier is at least 4 feet high on the outside, gates open outward and self-close and self-latch, and house doors into the pool area need self-closing, self-latching hardware released at least 54 inches up. Not to scale.
How long does a screen enclosure last in Florida?

The screen usually lasts 5 to 10 years and the aluminum frame 20 to 30 years or more, according to Florida screen contractors. That is why most cages are rescreened two or three times before the frame is replaced. An original cage on a Spring Hill home from the 1970s or 1980s would be past that range, so have the frame checked first.

How do I protect my screen enclosure during a hurricane?

Mainly by keeping the cage in good repair before the storm, not by cutting screens. Only cages engineered under the Florida Building Code's alternative screen-removal method have panels designed to be cut, and those must be cut when winds are forecast above 75 mph. A structural engineering firm warns that no one should risk their life cutting screens instead of evacuating or sheltering.

How do I put the spring on a screen door?

Most pool cage doors use a pneumatic closer instead of a spring: one end mounts to the door, the other to the frame, and its adjustment screw sets how fast the door shuts so it latches every time. A quality closer costs about $15 to $40, and a contractor swap typically runs $50 to $150 in labor (Tampa Bay, July 2026). A pool cage door must self-close and self-latch under Florida's barrier law.
